MANILA – The Philippine Ports Authority (PPA) has clarified that the PHP2.27-billion contract for the offshore wind port project in Mercedes, Camarines Norte, was awarded to a joint venture of two wholly Filipino-owned companies.

In a statement on Friday, the PPA addressed recent media reports that suggested the project was awarded to a Chinese company and involved the redevelopment of an existing port.

“Contrary to the impression conveyed by certain reports, the contract was NOT awarded to a Chinese company,” the PPA said.

The agency identified the winning joint venture as Khan Kon Chi Construction and Development Corporation and SB Construction Corporation.

The PPA said the project involves the construction of a new port facility on a greenfield site, rather than the redevelopment, rehabilitation, or upgrading of an existing port.

The facility is envisioned to accommodate the specialized equipment, heavy machinery, and logistical requirements associated with offshore wind projects, including the handling, assembly, and staging of wind turbine components.

The agency clarified that the contract covers only the construction and development of port infrastructure.

It does not involve the sale, privatization, or transfer of ownership of the port to the contractors or to any foreign entity, the PPA said, adding that describing the transaction as having been “auctioned off” is inaccurate and may mislead the public.

The PPA reiterated that the contract was awarded through the applicable government procurement process, in accordance with existing laws, rules, and regulations. (Raymond Carl Dela Cruz/PNA)
