Police officer who threatened ICC, interpol now ‘AT LARGE’ – Napolcom

The National Police Commission (Napolcom) confirmed Wednesday that Patrolman Francis Steve Fontillas, who threatened war against the International Criminal Court (ICC) and Interpol, is currently at large, with his whereabouts unknown.

Fontillas, known as “Fonts Stv Vlogs” on Facebook, posted a threat in early March, warning that he would “bring war” if the ICC attempted to “lay [a] finger on our Tatay Digong.”

Napolcom Commissioner Ralph Calinisan revealed in an interview with TeleRadyo Serbisyo that Fontillas is being ordered to report to the Quezon City Police District (QCPD) but has yet to comply.

“Sadly, he’s at large. Sa ngayon, nasa Facebook page niya at naghahamon. Wala siya ngayon sa Quezon City Police District (QCPD), ‘yung whereabouts niya sa ngayon ay pinaghahanap,” Calinisan said.

Napolcom disclosed that Fontillas’ superiors had requested a mental health evaluation in February due to concerns about his behavior. However, he repeatedly refused to undergo testing by the Philippine National Police (PNP) medical team.

“Itong health service ng QCPD, nagrequest sa regional office na baka kinakailangan ng mas malalim na examination sa mental health condition ni Fontillas. ‘Yun ang hindi sinisipot ni Fontillas,” Calinisan said.

Napolcom has charged Fontillas with grave misconduct and conduct unbecoming of a police officer following its investigation.

“Ganyan ba ang asal ng mga normal na pulis? Na magtatawag ka ng kaguluhan sa ating bayan… Gusto mong magkagulo at hahamunin mo ang kung sinong makabangga mo sa iyong opinyon? Hindi siya repleksiyon ng isang ideal na pulis,” Calinisan stated.

The PNP has also filed a criminal case for inciting to sedition against Fontillas at the Quezon City Prosecutor’s Office.

Fontillas faces possible suspension, demotion, or dismissal from service.

“Ang pinakamababa ay suspension. Ang middle penalty ay maaaring demotion—pero take note siya ay patrolman na, the lowest-ranking police officer in PNP. O kung maramdaman namin na kinakailangan, the penalty can be dismissal from service,” Calinisan said.

Napolcom emphasized that Fontillas remains a police officer regardless of his duty status, underscoring that his actions reflect poorly on the 225,000 uniformed personnel of the PNP. Authorities continue efforts to locate him.
