The Philippine National Police said it would remain on alert as the Iglesia ni Cristo-led protest moved to Liwasang Bonifacio in Manila on Thursday.
PNP chief Gen. Jose Nartatez said enough police personnel would be deployed to secure the gathering and protect motorists, commuters, students, and other members of the public who may be affected.
He said police units in Metro Manila and nearby regions would stay on alert as protesters were expected to continue their activities at the Manila freedom park.
The rally began Tuesday along Edsa and White Plains Avenue in Quezon City without a permit, causing traffic disruption and prompting the PNP to place its forces on full alert nationwide.
The Quezon City government later allowed the group to hold a rally on Wednesday but revoked the permit for Thursday, citing the need to restore public convenience and safety.
The protesters then moved to Liwasang Bonifacio, where permits are not required for public assemblies.
Nartatez said the PNP respected the local government’s decision and would enforce the law with firmness and fairness if any assembly affected public order or traffic.
He said police commanders were instructed to prioritize dialogue and negotiation before enforcement action, while the National Capital Region Police Office and the Quezon City Police District were told to maintain deployment in areas where gatherings may still occur.
