The chief of the Philippine National Police (PNP), Gen. Nicolas Torre III, announced the implementation of the 5-Minute Response Time (5-MRT) commitment, enhanced by the 911 hotline, to provide faster and more accessible emergency services.
During his visit to the Bulacan Police Provincial Office (BPPO) on Wednesday, Torre emphasized the urgency of timely responses in emergencies. “Maraming hindi naniwala na ito ay kayang gawin. Bakit po limang minuto? Sapagkat kami ay naniniwala na sa isang taong nangangailangan ng tulong at tumawag sa 911, bawat segundo ng paghihintay (Many did not believe this could be done. Why five minutes? Because we believe that for a person who needs help and calls 911, every second of waiting is almost a lifetime — both figuratively and literally),” he stated.
President Ferdinand R. Marcos Jr. praised the PNP’s rapid response capabilities during his fourth State of the Nation Address on July 28, highlighting the government’s commitment to enhancing public safety.
In support of the BPPO, the provincial government, led by Governor Daniel Fernando, donated 100 units of radio communication systems, a drone, 24 motorcycles, and a vehicle. Fernando expressed gratitude to the BPPO for their efforts in maintaining safety in Bulacan, which was recently recognized as the 3rd Safest Place in the Philippines by the 2025 World Travel Index.
“Sa totoo lang po, kapuri-puri ang husay at abilidad ng aming kapulisan. Sa katunayan, sa ating pagkaka-isa at pagtutulungan, ay kinilala ang buong Bulacan bilang ikatlong pinakaligtas na lugar sa Pilipinas. Kaya salamat po sa ating kapulisan (The truth is, the skill and ability of our police force is commendable. In fact, through our unity and cooperation, the entire Bulacan was recognized as the third safest place in the Philippines. So thank you to our police),” Fernando remarked.
