PNP focuses on recovery, preservation of evidence in death of ex-DPWH usec Cabral

The Philippine National Police (PNP) is prioritizing the recovery and preservation of potential evidence following the death of former Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina “Cathy” Cabral. 

Acting PNP chief Lt. Gen. Jose Melencio Nartatez announced Sunday that the move is essential to clarify the circumstances of the incident and support wider government inquiries.

While a recent autopsy suggested the cause of death was a fall and the DILG reported no initial signs of foul play, the PNP is focusing on materials Cabral may have had in her possession at the time of her death. 

This effort is directly tied to her potential knowledge of anomalous flood control projects currently under investigation. Police are currently working to identify and protect any physical or digital assets found with her remains in the 30-meter ravine along Kennon Road.

The PNP has also intensified its coordination with other investigative bodies to ensure that any recovered items are properly integrated into the ongoing probe into DPWH flood control controversies. 

Nartatez emphasized that the national interest surrounding the flood control issue necessitates a meticulous approach to evidence handling to ensure no lead is left unchecked.

To prevent the mishandling of evidence or further procedural errors, the PNP chief has ordered heightened internal supervision of local police units in Tuba, Benguet. 

This directive follows the recent relief of a local police official due to lapses during the initial response. 

Nartatez noted that these strict measures are necessary to maintain the integrity of the investigation and provide clarity to Cabral’s family.

These actions align with a directive from President Ferdinand R. Marcos Jr. to maintain absolute transparency and diligence in handling high-profile cases. 

The PNP continues to appeal to the public to refrain from speculation while law enforcement agencies finalize their assessment of the evidence and the official results of the investigation.
