Congressman Stephen Paduano, on Wednesday, requested that resource speakers respect the committee during the 11th hearing of the House Quad Committee.
There had been multiple motions for points of order and hearing suspensions in the early hours of the Quad Committee hearing on Nov. 13, resulting from instances when resource speaker, former President Rodrigo Roa Duterte, would cut off committee members who were questioning him.
Committee chairman and Surigao del Norte Rep. Robert Ace Barbers reiterated the need to follow procedure. “Please be reminded. Mga kasama, mga resource person, always address the chairperson when you want to speak and wait for the chair to recognize you,” he said.
“Mahirap po kasi nag-uunahan tayo magsalita, dadating sa punto na nagtataas na ho tayo ng boses,” he added. (We have reached the point where we are raising our voices, just to get ourselves heard.)
Rep. Paduano, in his manifestation, stressed that the rules of the committee were read aloud before the hearing began, yet former President Duterte ignored them.
“Former president keeps on violating those rules,” Paduano pointed out.
“Please respect this committee, Mr. President,” he requested.
