The Philippines and the United Arab Emirates have entered into two significant agreements to restore the Pasig River and improve government efficiency. These collaborations mark a step toward sustainable development and stronger international cooperation.
First Lady Liza Araneta-Marcos announced signing a memorandum of understanding between the Philippine government and Clean Rivers Abu Dhabi, a non-profit organization dedicated to environmental conservation. The initiative focuses on rehabilitating the Pasig River, which has long suffered from pollution and neglect.
Speaking at the Collaborative Models for Development Forum during the World Governments Summit in Dubai, she highlighted the importance of this project in transforming the river into a vibrant and sustainable waterway, drawing comparisons to successful river revitalization efforts in Bangkok and Paris. She expressed optimism that significant progress would be made ahead of the Philippines hosting the Association of Southeast Asian Nations Summit in 2026.
The project aligns with Executive Order 35, issued by President Ferdinand Marcos Jr. in 2023, which mandates the rehabilitation of the Pasig River for transport, recreation, and tourism. Following this directive, the Inter-Agency Council for the Pasig River Urban Development developed a master plan that was approved for implementation.
The redevelopment effort has already taken shape with the inauguration of a new structure along the river featuring commercial spaces, walkways, and a bike lane. Additional enhancements, including the formal opening of showcase areas like Plaza Mexico, Maestranza Esplanade, and the Fort Santiago Riverwalk, are scheduled for February 17.
Strengthening public-private collaboration
Araneta-Marcos emphasized the importance of government and private sector partnerships in driving meaningful and lasting progress. She underscored the significance of education, health, and environmental initiatives, advocating for inclusive and sustainable development.
Clean Rivers Abu Dhabi plays a key role in this effort by working with governments, businesses, and communities to address plastic pollution and promote sustainable waste management. The partnership aims to create plastic-free waterways while empowering local communities and fostering innovative solutions.
Enhancing government competitiveness
In addition to the environmental agreement, the Philippines and the UAE signed a memorandum of understanding to strengthen government operations. Budget Secretary Amenah Pangandaman and UAE Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange Abdulla Nasser Lootah signed the agreement.
The initiative seeks to improve government efficiency by exchanging best practices, enhancing institutional capacity, and implementing programs such as leadership development and public financial management. A joint technical team will be formed to oversee these projects.
As part of this collaboration, Pangandaman presented a historical analysis of the Philippine Development Budget Coordination Committee’s policies and reforms, underscoring the country’s commitment to improving governance.
A future-oriented partnership
Araneta-Marcos, alongside other Philippine officials, represented the country at the World Governments Summit, a global platform focused on shaping the future of governance through innovation and technology. The agreements signed in Dubai highlight the Philippines’ commitment to strengthening international partnerships while advancing national development goals.
With these initiatives in motion, revitalizing the Pasig River and improving government efficiency are expected to create lasting benefits for both the environment and public administration.
