
In a bold move to prioritize the health and well-being of Filipino workers, the Philippine Health Insurance Corporation (PhilHealth) and the Department of Labor and Employment (DOLE) have officially partnered to roll out the PhilHealth YAKAP program across the country.
The two agencies sealed their collaboration through a Memorandum of Agreement (MOA) signed by PhilHealth Acting President and CEO Dr. Edwin M. Mercado and Labor Secretary Bienvenido E. Laguesma. Joining them as witnesses were Special Assistant to the President for Investment and Economic Affairs Secretary Frederick Go and DOLE Undersecretary Benjo Santos M. Benavidez.
The YAKAP initiative—short for PhilHealth Primary Care Benefit Package—aims to deliver expanded healthcare services to over 386,000 workers nationwide as of June 4, 2025. With a strong focus on prevention and early detection, the program provides free consultations, essential laboratory tests, cancer screenings, and life-saving medicines, helping reduce out-of-pocket expenses and prevent serious health conditions before they start.

More than just a health program, YAKAP (which translates to “embrace” in Filipino) reflects the government’s intention to “embrace” workers with care, support, and accessible medical assistance.
“This partnership is not just about providing benefits. It’s about empowering our workers with the healthcare they deserve,” said Dr. Mercado. “Through YAKAP, we are bringing primary care directly to the people who keep our economy moving.”
Labor Secretary Laguesma echoed this sentiment, adding that the program is also about dignity. “When we protect the health of our workforce, we also protect their livelihoods, their families, and their futures.”
The MOA outlines a collaborative effort between PhilHealth and DOLE that includes joint information drives, training programs, and partnerships with employers and labor organizations. The goal is to create a nationwide network of support, ensuring workers not only know their benefits but can access them without barriers.
President Ferdinand R. Marcos Jr. expressed his full support, calling the initiative a vital part of his vision for a “Bagong Pilipinas”—a new Philippines where workers are not just protected, but uplifted.
“This partnership embodies the kind of governance we aspire to deliver—one that embraces every Filipino, especially our hardworking men and women, with meaningful and accessible healthcare,” Marcos said in a statement.
