The Philippine Air Force (PAF) and the United States Pacific Air Forces (PACAF) marked a significant milestone in their defense cooperation by inaugurating a state-of-the-art fuel storage facility at Brig. Gen. Benito N. Ebuen Air Base in Lapu-Lapu City, Cebu.
The facility, completed under the Enhanced Defense Cooperation Agreement (EDCA), underscores the deepening military ties between the Philippines and the United States while reinforcing the country’s defense capabilities and operational readiness.
The $2.7-million project, fully funded by the U.S. government, features two above-ground fuel storage tanks, each capable of holding 75,708 liters of fuel. Designed with modern fuel handling systems, a dedicated refueling truck parking area, and a high-security perimeter, the facility meets stringent international safety and security standards, ensuring efficient and secure fuel storage and distribution.
According to PAF spokesperson Col. Ma. Consuelo Castillo, the project significantly boosts the Air Force’s operational capacity. “This project, undertaken under the EDCA, will significantly enhance the PAF’s fuel storage and distribution capabilities, improving logistical efficiency and operational readiness,” she stated.
Beyond military operations, the newly completed facility will also serve humanitarian assistance and disaster relief (HADR) missions. Given the Philippines’ vulnerability to natural disasters such as typhoons, earthquakes, and floods, a strategically located and well-equipped fuel storage system is crucial in ensuring rapid rescue and relief operations deployment.
The base’s upgraded fuel infrastructure will sustain various Air Force missions, including airlift operations, internal security, and territorial defense patrols.
The project was constructed by Himalayan Builders and Engineers Pvt. Ltd. and ACE Builders, with construction beginning on June 22, 2022, and completion on September 6, 2024. PAF Air Mobility Command chief Maj attended the blessing and official turnover ceremony. Gen. Ramil Oloroso and PACAF commander Gen. Kevin Schneider lauded the initiative as a testament to the enduring partnership between the Philippines and the United States.
Strengthening bilateral defense cooperation
Maj. Gen. Oloroso highlighted the long-term benefits of the new fuel storage facility, emphasizing its crucial role in supporting air operations across various missions. “This facility strengthens our ability to effectively execute air operations, ensuring that our air assets are always mission-ready,” he said. He also expressed gratitude for the continued support from PACAF, recognizing the United States’ role in enhancing Philippine defense infrastructure.
The EDCA, signed in 2014, facilitates greater U.S. military presence and infrastructure investments in the Philippines, allowing for the construction of key facilities that both nations can utilize.
The newly completed fuel storage project is one of several EDCA-funded initiatives to modernize Philippine military bases, ensuring the country’s defense forces are well-equipped to respond to security challenges and regional threats.
A step forward in regional security
The opening of the Cebu fuel storage facility aligns with the broader goals of regional security and military cooperation in the Indo-Pacific. As geopolitical tensions evolve, the Philippines’ enhanced logistical infrastructure ensures stronger defense posturing and more efficient military mobility.
With improved fuel management capabilities, the PAF can conduct longer patrol missions, sustain extended disaster relief operations, and ensure better coordination with allied forces.
