Parañaque City Rolls Out Interest-Free Livelihood Assistance to 160 Residents Through Multi-Office Collaboration

The City Government of Parañaque has reinforced its push for inclusive growth and community empowerment as 160 residents benefited from the Tulong Pangkabuhayan Program, a livelihood assistance initiative jointly implemented by the Parañaque Livelihood Resource Management Office (PLRMO), the Parañaque Cooperative Development Office (PCDO), and the Public Employment Service Office (PESO) Parañaque.

The program’s awarding ceremony marked a significant milestone for local beneficiaries who have completed livelihood training programs and are now ready to establish or strengthen their own income-generating ventures. Under the initiative, 130 beneficiaries received ₱10,000 each, while an additional 30 beneficiaries were granted ₱15,000, all provided as interest-free financial assistance intended solely for livelihood use.

City officials emphasized that the Tulong Pangkabuhayan Program is more than a one-time financial grant. It is a comprehensive empowerment initiative that links skills training with accessible capital, allowing residents to translate newly acquired competencies into sustainable sources of income. The absence of interest charges ensures that beneficiaries can focus on growing their small businesses without the burden of additional financial pressure.

Mayor Edwin Olivarez highlighted that the program reflects the city’s long-standing commitment to people-centered governance, particularly in supporting micro-entrepreneurs and self-employed individuals.

“This livelihood program is a concrete expression of our administration’s goal to uplift Parañaqueños by giving them the tools and support they need to succeed,” the mayor said, noting that coordinated efforts among city offices are crucial in addressing unemployment and underemployment at the grassroots level.

Congressman Eric Olivarez also expressed his support for the initiative, stressing that livelihood assistance programs play a vital role in strengthening local economies and reducing dependency on short-term aid.

“When we help our constituents build their own livelihoods, we are investing in long-term stability for families and communities,” Olivarez said. “This program empowers residents to become productive contributors to the local economy.”

Meanwhile, Councilor Pablo Paolo Olivarez II underscored the importance of ensuring that livelihood assistance reaches qualified and prepared beneficiaries. He noted that the program prioritizes residents who have completed PLRMO training programs, ensuring that financial support is paired with practical knowledge and skills.

The Tulong Pangkabuhayan Program is open to Parañaque residents who meet specific eligibility requirements. Applicants must be between 18 and 65 years old, be graduates of a PLRMO livelihood training program, and be registered voters of the city. They must also have resided in Parañaque for at least one year, be physically and mentally fit, and must not be beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). In addition, applicants should not have received any other livelihood assistance within the past two years.

Interested residents may inquire and apply at the PLRMO, PCDO, or PESO Parañaque offices. They may also seek assistance at the office of Councilor Pablo Paolo Olivarez II, located at Room 316, Legislative Building, Parañaque City Hall, for further information on program requirements and application procedures.

Through sustained livelihood initiatives like the Tulong Pangkabuhayan Program, the Parañaque City Government continues to promote entrepreneurship, self-reliance, and economic resilience—ensuring that development opportunities remain accessible to more Parañaqueños.
