Pangisdaan Festival: How Navotas celebrates the sea that shaped its past and secures its future

For a city built along the tide, life in Navotas City has always flowed with the sea. Nearly seven out of every ten residents draw their livelihood from fishing and related industries, forming a community where the rhythm of daily life is dictated by the arrival of boats, the hum of trading at the Bulungan, and the quiet labor of repairing nets in coastal barangays. This enduring relationship with the water has earned Navotas its title as the Fishing Capital of the Philippines, supported by one of Asia’s largest fish ports and a fishing sector that feeds both local and international markets.

That deep connection finds its most vivid expression in the annual Pangisdaan Festival, an event that goes beyond spectacle to affirm the city’s identity. Rooted in gratitude and remembrance, the festival reflects how fishing is not merely an occupation in Navotas, but a shared inheritance passed from one generation to the next. Each celebration serves as a reminder that the city’s progress has always been anchored to its waters.

At the heart of the festival is a dynamic street dance competition that brings together students from across the city. Through movement, color, and elaborate costumes, young performers retell the story of Navotas’ fishing communities. Dancers embody the abundance of the sea, transforming into giant fish, crabs, and seaweeds while moving in formations that echo the swell and pull of ocean waves. Unlike festivals inspired by flowers or harvests on land, Pangisdaan draws its creative energy from marine life, turning the streets into a living seascape.

Navotas Public Information Office chief Michel L. Ubac described the festival as a tribute to the people whose lives are intertwined with the sea. He said Pangisdaan honors a community that has long lived in harmony with the waters that allow it not only to survive, but to thrive, while recognizing the perseverance and hard work of generations of fisherfolk who continue to sustain the city today.

Beyond artistry and performance, the festival stands as an act of thanksgiving for the sea’s bounty and a reaffirmation of Navotas’ seafaring heritage. It underscores the idea that the ocean is more than a source of income; it is a legacy that defines the city’s character and resilience.

This year’s Pangisdaan Festival carries the theme “eTAAS (Empowered Navoteños in a Tech-driven, Accountable, Adaptive, Smart City),” signaling a forward-looking shift in how Navotas envisions its future. The theme plays on the Filipino word suggesting elevation and progress, reflecting the city’s goal of integrating technology into governance and the fishing industry while preserving tradition. Performances this year look ahead to a time when innovation supports sustainability, and when heritage and digital advancement move together.

Pangisdaan is a centerpiece of the week-long celebration of Navotas’ 120th founding anniversary, drawing thousands of visitors and reinforcing the festival’s role as the cultural heartbeat of the city. In the 2026 street dance competition, Filemon T. Lizan High School emerged as grand champion, earning the top prize of P200,000. Tanza National High School placed first runner-up with P150,000, while Tangos National High School secured second runner-up honors and P100,000. Other participating schools also received special awards in recognition of their performances.

Complementing the street dances is Araw ng Mangingisda, a dedicated day within the festival that pays tribute to local fisherfolk through maritime skills competitions such as boat racing and net mending. The event also recognizes outstanding individuals whose work continues to fuel Navotas’ economy and uphold its reputation as a fishing stronghold.

As the festivities build toward January 16, the exact date of Navotas’ founding anniversary, Pangisdaan once again affirms what the city has always known. Its future, like its past, remains inseparable from the sea, carried forward by a community that continues to honor its roots while navigating the tides of change.
