Online gaming has become one of the government’s strongest revenue streams this year, the Philippine Amusement and Gaming Corporation (PAGCOR) revealed, even as it sounded the alarm over the dangers posed by illegal operators.
In a report to the House Committee on Games and Amusements, PAGCOR Chairman and CEO Alejandro H. Tengco said licensed online gaming platforms generated a staggering Php69 billion in license fees from January to July 2025. Of that amount, Php41 billion came from electronic games (E-Games), while Php28 billion was earned from other online offerings.
“With its massive growth, online gaming has turned into a vital pillar for nation-building, directly funding programs in education, healthcare, and community development,” Tengco said.
From January to July alone, the sector funneled Php27.47 billion into nation-building efforts, including Php14.72 billion earmarked for the Universal Health Care Law. PAGCOR also highlighted major projects fueled by gaming revenues: the construction of school buildings, socio-civic and wellness centers, and E-Learning hubs nationwide.
“Every peso we raise from gaming translates to classrooms for our children, health programs for our people, and safe spaces for families during disasters. This is the real impact of responsible regulation,” Tengco added.
But PAGCOR also warned of a growing menace: unlicensed online sites that lure players of all ages with no oversight or safeguards.
“These illegal operators not only rob the government of crucial funds but also put Filipino players at risk,” Tengco cautioned, vowing intensified enforcement. “We will ensure that only legitimate, well-regulated operators are allowed to run so that gaming continues to work for the people, not against them.”
