
Private developers have pledged more than 50,000 housing units to support the recalibrated Pambansang Pabahay Para sa Pilipino (4PH) Program, the Department of Human Settlements and Urban Development (DHSUD) announced on Monday.
According to a DHSUD news release, major players in the horizontal socialized housing sector — Raemulan Lands Inc. (RLI), 8990/Deca Homes, and Fiesta Communities Inc. — are backing the initiative with large-scale commitments.
RLI CEO Eileen Uy Doyle committed to deliver 35,656 units across the provinces of Pampanga, Cavite, Bulacan, and Laguna. Meanwhile, Fiesta CEO Christopher Ryan Tan pledged 6,387 units, and 8990/Deca Homes President and CEO Vincent Sotto promised 9,498 units.
DHSUD Secretary Jose Ramon Aliling said the pledges reflect strong momentum for the 4PH Program, especially with the inclusion of horizontal housing projects.
“This will surely boost the private sector’s confidence in the program,” Aliling noted.
“We will continue to explore all feasible modalities under the recalibrated 4PH — not only to reach a broader market, but more importantly, to respond to the needs raised by our stakeholders.”
Aliling added that DHSUD officials are currently drafting guidelines for the expanded program model and are committed to enhancing 4PH operations. This includes transitioning to fully digitized services to ensure faster and more efficient public service.
In addition, Aliling has issued a circular urging the swift resolution of homebuyer complaints against developers, emphasizing the department’s dedication to protecting consumer rights and improving accountability in the housing sector.
