The National Bureau of Investigation (NBI) on Thursday said the individual identified in a police report as the alleged gunman in the Senate shooting incident is not an official employee of the agency.

NBI Director Melvin Matibag made the clarification during a Palace press briefing after the Southern Police District reported that a certain “Mel Oragon” was the suspect and an NBI driver.

Matibag said the bureau is still validating its records of personnel and agents following the incident.

He said initial findings suggest that the individual was a volunteer linked to the agency rather than a formal employee.

Matibag added that the person had been assisting NBI agents in field operations, including support work at the GSIS building on Wednesday.

He stressed that while the individual had worked with agents, he was not officially part of the NBI’s roster.

Based on reports from agents, Matibag said the individual functioned as a driver for the group but did not hold any official position.

The clarification came after at least five gunshots were heard inside the Senate complex on Wednesday night amid reports involving law enforcement activity linked to an International Criminal Court warrant against Senator Ronald dela Rosa.
