The National Anti-Poverty Commission (NAPC) and the Tabuk City government discussed initiatives to strengthen poverty reduction programs and improve support for marginalized communities during a meeting held on October 22, 2026.

The meeting formed part of the fourth-quarter Organizational Meeting and Convergent Expanded Engagement of the Regional Basic Sector Coordinating Council in the Cordillera Administrative Region (RBSCC-CAR).

NAPC Undersecretary Roman Dannug led the delegation, accompanied by RBSCC-CAR Regional Coordinator Jose Alangwawi, council members and personnel from the NAPC Secretariat.

The delegation was welcomed by Tabuk City Legal Officer Kristian Wandag, Cooperative Development Officer Catherine Lee Vera and City Internal Audit Officer Noryn Bosaay-Bagano.

During the meeting, Dannug expressed appreciation for the local government’s cooperation and emphasized opportunities to strengthen partnerships in advancing the welfare of basic sectors.

He also highlighted NAPC’s anti-poverty advocacy, “Knockout ang Kahirapan,” and its flagship program, “Masaganang Pamumuhay sa Bagong Pilipinas.”

Discussions focused on implementing the Magna Carta of the Poor, particularly the development of a Local Poverty Reduction Action Plan (LPRAP) to address poverty-related concerns at the community level.

Officials also explored the possibility of conducting a local Sectoral Assembly to gather inputs from basic sectors for the formulation of the National Sectoral Agenda.

Wandag expressed the Tabuk City government’s readiness to collaborate with NAPC in strengthening local poverty reduction initiatives.

Both parties discussed the possibility of Tabuk becoming the first local government unit in the Cordillera region to establish a Local Poverty Reduction Action Committee (LPRAC) and formulate an LPRAP.

The proposed initiatives aim to strengthen coordination between national and local authorities while promoting more inclusive and community-based approaches to poverty reduction.

Also present were NAPC Basic Sector Coordination and Advocacy Service Division Chief Cyrus Pangan, Senior Technical Officer I Shaquel Nasayao, Secretariat Support Assistant Kenneth Cabuang and Executive Assistant Gabriel Bagas.
