MMDA, LGUs coordinate to prevent duplicate NCAP violations

Malacañang assured motorists that the Metropolitan Manila Development Authority (MMDA) and local government units (LGUs) are coordinating their implementation of the No Contact Apprehension Policy (NCAP) to prevent overlapping enforcement and duplicate traffic penalties.

Palace Press Officer Claire Castro made the assurance Friday, October 9, amid concerns that motorists could face multiple penalties for the same traffic violation following the resumption of camera-based enforcement in several Metro Manila cities.

“Sa ngayon, binibigyan tayo ng pagpapaliwanag ng MMDA na walang duplication na nangyayari dahil well-coordinated naman ang kanilang galawan with the LGUs,” Castro said during a press briefing in Singapore.

Several Metro Manila LGUs resumed NCAP enforcement on Monday after the Supreme Court lifted the temporary restraining order that had suspended the system since August 2022.

Among the cities implementing their own camera-based traffic monitoring systems are Manila, San Juan, Quezon City, Parañaque, and Muntinlupa.

Castro explained that the MMDA primarily handles traffic enforcement along major roads, including EDSA, Roxas Boulevard, Commonwealth Avenue, and Ortigas Avenue, while LGUs operate cameras on local and inner roads.

She said local governments coordinate with the MMDA before installing traffic cameras to ensure their coverage does not overlap with existing or planned monitoring systems.

“Bago maglagay ang LGU, nagko-coordinate sa MMDA para po kung may plans na mag-install ang MMDA in the future, hindi sila magkakaroon ng overlapping,” Castro said.

She also reminded motorists that traffic regulations must be followed regardless of whether violations are recorded through surveillance cameras or apprehended directly by traffic enforcers.

“So, whether physical o NCAP, dapat naman lahat sumusunod sa batas trapiko,” she added.

However, Castro acknowledged that the simultaneous implementation of NCAP by different government agencies could create confusion among motorists.

She emphasized that any concerns involving overlapping enforcement, unclear regulations, or possible duplicate penalties must be carefully examined and resolved.

“Pero kung maipapakita ang maaaring maidudulot na confusion patungkol sa pagpapatupad ng NCAP, dapat busisiin ito dahil kapag hindi naayos ang anumang issue patungkol dito, mga kababayan din natin ang magdurusa dito,” she said.

Castro added that President Ferdinand Marcos Jr. has instructed concerned agencies to address implementation issues before they unnecessarily burden the public.

“Ang laging utos ng Pangulo, hindi dapat magdusa ang ating mga kababayan sa mga isyung kaya naming resolbahan,” she said.

The Palace maintained that coordination between the MMDA and Metro Manila LGUs is essential to ensuring consistent traffic enforcement while protecting motorists from duplicate penalties and unnecessary inconvenience.
