MMDA assures no duplicate violations as expanded NCAP rolls out

MANILA – The Metropolitan Manila Development Authority (MMDA) assured motorists that they will not be penalized twice for the same traffic violation as the expanded implementation of the No Contact Apprehension Policy (NCAP) continues in Metro Manila.

The agency gave the assurance amid concerns that motorists could receive multiple violation notices as more local government units implement their respective NCAP systems alongside the MMDA.

The MMDA said coordination and safeguards are in place to prevent duplication in recording and processing traffic violations detected through surveillance cameras.

Under NCAP, traffic violations are captured using cameras and other monitoring technologies, allowing authorities to identify and penalize erring motorists without requiring physical apprehension by traffic enforcers.

The system is intended to strengthen enforcement of traffic regulations while reducing roadside confrontations and helping authorities monitor major thoroughfares more efficiently.

Motorists are advised to continue observing traffic rules, road signs and lane regulations as camera-based enforcement expands across Metro Manila.
