Meralco and NICA strengthen cybersecurity partnership


In an era of rapidly evolving cyber threats, the Manuel V. Pangilinan-led Manila Electric Company (Meralco) and the National Intelligence Coordinating Agency (NICA) have reinforced their strategic partnership to bolster cybersecurity measures to protect critical infrastructure and enhance national security.

The collaboration underscores the importance of intelligence-sharing, technological innovation, and institutional cooperation in fortifying the country’s defenses against cyber and emerging security threats.

Cybersecurity is no longer just an IT concern—it has become a critical component of national defense. As cyberattacks grow in complexity and scale, state-sponsored hacking groups, cybercriminal organizations, and other malicious entities continuously target essential services such as power grids, financial systems, and government institutions.

A breach in critical infrastructure, such as Meralco’s power distribution network, could lead to widespread disruptions affecting millions of Filipinos, highlighting the urgent need for stronger cybersecurity measures.

Recognizing this, NICA—the Philippine government’s primary intelligence agency for gathering and analyzing security threats—is working closely with Meralco to establish a unified intelligence network to detect, mitigate, and prevent cyberattacks. Present at the meeting were Director for Cyber Operations Billie Boy De Leon, NICA Director for Cyber Threat Intelligence and Operations Office Lester Gastala, NICA Deputy Director General for Cyber and Emerging Threats Francisco Ashley Acedillo, Meralco Senior Vice President and Chief of Government and External Affairs Arnel Paciano Casanova, Meralco First Vice President and Head of Information, Communication, Technology, and Transformation Rocky Bacani, and Meralco Vice President and Chief Information and Security Officer Marilene Tayag.

Role of cybersecurity in intelligence and national security
