Massive rains trigger widespread suspension of classes and gov’t work

A wave of torrential rains unleashed by the intensified southwest monsoon has prompted Malacañang to order the suspension of government work and classes across Metro Manila and several surrounding provinces starting 1:00 p.m. Monday, July 21.

The announcement, formalized under Memorandum Circular No. 88 and signed by Executive Secretary Lucas Bersamin, affects schools at all levels and all government offices in key areas including Cavite, Rizal, Batangas, Laguna, Bulacan, Pampanga, Zambales, and Bataan.

“Due to the continuous rainfall brought about by the Southwest Monsoon, work in government offices and classes at all levels… are hereby suspended on 21 July 2025 at 1:00 in the afternoon,” the circular stated.

However, agencies involved in emergency response, public safety, health services, and other critical government functions are instructed to remain operational.

Private firms, meanwhile, were given discretion over whether or not to suspend operations, depending on how the weather situation affects their workplaces and personnel.

This move came shortly after PAGASA issued multiple heavy rainfall advisories across Luzon, with Metro Manila and nearby provinces experiencing intense downpours and the threat of flash floods and landslides.

Local government units are now on high alert as residents brace for further flooding and potential disruptions. The public is urged to stay tuned to weather updates and follow advisories from disaster response agencies.

Authorities emphasized the need for proactive measures and vigilance, especially in flood-prone areas, warning that the enhanced habagat is expected to persist over the next few days.
