President Ferdinand Marcos Jr. said on Monday that the government is enhancing the energy sector to ensure reliable and affordable electricity for households and industries.
He spoke during the turnover of the Caliraya-Botocan-Kalayaan Hydroelectric Power Plants (CBK HEPP) in Kalayaan, Laguna, following the end of a 25-year Build-Rehabilitate-Operate-Transfer agreement.
The CBK complex, recently privatized to the Aboitiz-led Thunder Consortium through a bidding process, includes the 39.52-megawatt Caliraya plant, the 23.10-MW Botocan plant, and the Kalayaan pumped-storage facilities with a combined capacity of over 730 MW.
Marcos highlighted that a steady power supply supports essential services, keeps industries running, and provides stability for families, stressing the importance of public-private partnerships in energy development.
He said government efforts focus on improving policies, operational processes, and collaboration with private investors to sustain energy reliability and affordability in the long term.
The CBK facilities operate by pumping water to upper reservoirs during off-peak hours and releasing it to generate electricity during periods of high demand, allowing cleaner energy to be supplied efficiently at scale.
Marcos added that the transition and privatization reflect investor confidence in the country’s energy sector and demonstrate the value of strategic collaboration in essential infrastructure.
