The Land Transportation Office (LTO) has postponed the immediate impounding of electric bikes and electric tricycles caught operating on national highways, granting operators a one-month grace period.
Originally set for strict implementation on December 1, the LTO announced a suspension of impounding operations, pushing back the full enforcement date to January 2, 2026.
LTO Chief Markus Lacanilao confirmed the delay in a video statement, citing public complaints and the intervention of President Bongbong Marcos and Secretary Giovanni Lopez.
“There will be no impounding operation for the time being while we implement a comprehensive information drive to give everyone enough time to understand and comply with the existing regulations,” Lacanilao stated.
Instead of immediate apprehension, LTO enforcers will conduct an intensive information drive starting December 1 to educate Light Electric Vehicle (LEV) users on proper use and clarify which roads are off-limits to their vehicles.
The LTO stressed that the goal is to ensure road safety and clear responsibilities for all users, but warned that the strict impounding and apprehension of violators on national highways will proceed on January 2 next year, with no further extensions.
