
The Land Transportation Franchising and Regulatory Board ordered a taxi operator to explain after its driver was allegedly seen livestreaming on social media while driving.
The LTFRB said it issued a show cause order after a video online showed the driver using social media while operating a public utility vehicle.
LTFRB chair Vigor Mendoza II said the act may have violated Memorandum Circular No. 2026-050, which bars PUV drivers from vlogging, livestreaming, creating content or engaging on social media while driving.
The circular reinforces Republic Act No. 10913, or the Anti-Distracted Driving Act, which prohibits the use of mobile communication devices and electronic gadgets while driving.
Mendoza said the agency had reminded PUV operators to ensure that their drivers avoid actions that may distract them and endanger passengers, pedestrians and other road users.
The LTFRB said the circular was issued after its social media monitoring team observed more PUV drivers producing content or using social media while on duty.
Under the show cause order, the operator was directed to submit a written explanation within three days and appear at a hearing on July 21.
The agency said the violation carries a Php 5,000 penalty, as it urged operators to brief their drivers and called on the public to report similar incidents involving unsafe driving behavior.
