LTFRB rolls out service contracting for PUVs starting April 15

Public transport users in Metro Manila and selected urban centers in the provinces will see expanded support as the Land Transportation Franchising and Regulatory Board (LTFRB) moves to implement its service contracting program.

LTFRB Chairperson Atty. Vigor D. Mendoza II said the program aims to assist commuters and operators while maintaining continuity of transport services amid rising fuel prices and regional uncertainties.

He added that the selection of operational areas was based on passenger demand and connectivity to existing mass transport systems.

In Metro Manila, the service contracting covers the EDSA Bus Carousel and selected jeepney routes connecting LRT and MRT stations and major transit hubs.

“These routes were chosen to improve connectivity, serve high-demand corridors, and help manage commuter flows in busy areas,” Mendoza said.

Other urban areas, including Davao City and Cagayan de Oro City, will also implement service contracting on key routes based on passenger traffic and transport patterns.

DOTr Acting Secretary Giovanni Lopez said the program is set to begin on April 15 and is funded under the 2026 General Appropriations Act. Complementary measures include ongoing fuel subsidies and reduced toll fees for public utility vehicles.
