The Leyte Regional Prison (LRP) conducted a five-day seminar-workshop on Integrity, Transparency, and Accountability in Public Service (ITAPS) from October 19 to 23, 2026, as part of its efforts to strengthen ethical standards and promote responsible governance among its personnel.
Held at the LRP Conference Room, the activity brought together 40 prison personnel for discussions and workshops focused on corruption prevention, professionalism, transparency, and accountability in government service.
The seminar featured resource speakers from the Office of the Ombudsman, including Atty. Mary Antonette Ordoño, Graft Investigation and Prosecution Officer III; Oliver Magtoto, Graft Prevention and Control Officer V; and Christopher Lilito Bacungan III, Associate Graft Investigation Officer III.
Representatives from the Bureau of Corrections (BuCor) National Headquarters also participated, including personnel from the Anti-Red Tape Authority (ARTA) Section and Personnel Development Division (PDD).
The LRP Learning and Development Section, headed by Flordeliza Ablanque, assisted in facilitating the training.
Sessions covered corruption prevention, Gender and Development (GAD), delicadeza, public accountability, and laws and policies governing ethical conduct in public service.
Participants also engaged in interactive workshops and group activities designed to strengthen ethical decision-making, encourage collaboration, and reinforce accountability in carrying out their duties.
LRP Superintendent Ruben Formoso, who led the opening and closing programs, emphasized that integrity and transparency must be demonstrated through the daily actions and decisions of every public servant.
He urged prison personnel to resist corrupt practices, uphold professional and ethical standards, and perform their responsibilities with honesty, fairness, and a strong sense of public accountability.
The seminar concluded with the awarding of certificates and the sharing of insights and experiences among participants.
According to LRP, the initiative forms part of its continuing personnel development program aimed at fostering a culture of integrity, transparency, and accountability within the correctional institution.
The prison administration reaffirmed its commitment to strengthening ethical leadership and ensuring that public service remains guided by professionalism, responsibility, and the public’s trust.
