MANILA – The Intellectual Property Office of the Philippines (IPOPHL) is gathering the public’s insights on a draft guideline aimed towards having a copyright registration for creative works that used artificial intelligence (AI).
In an interview Wednesday over Bagong Pilipinas Ngayon, IPOPHL Bureau of Copyright and Related Rights director Emerson Cuyo said they have conducted two public consultations on the matter, and they continue to receive comments and feedbacks.
He said a draft will be submitted to their officials, “and if necessary, and as they deem it necessary, we’ll subject it to further consultations.”
He, however, did not give specifics on when they intend to release the final guidelines.
He explained that the measure aims to protect Filipino artists, amid the increased use of AI on various artworks.
Under the draft guidelines, there will be four categories, namely AI-assisted, AI-enhanced, hybrid work and purely AI-generated work.
Cuyo said the guidelines also calls for the registration of the AI system or AI model per se, since this is protected as a computer program under the Intellectual Property Code.
He said registration of any works used with AI cannot be automatically done.
“Maaari lamang pong ma-irehistro o mapahintulutang ma-irehistro kung may sapat na orihinal at malikhaing ambag mula sa tao. Hindi protektado ang mga bahaging gawa ng AI or purely AI-generated content, at dapat po nilang ideklara ito upon registration. (It can be registered or allowed to be registered once it was proven to have adequate personal artistic output from an individual. The AI-assisted or purely AI-generated content is not protected, and they have to declare this upon registration),” he added. (PNA)
