The Sangguniang Panlalawigan of Ilocos Norte is seeking the passage of an ordinance aimed at strengthening protection for pedestrians.
Board Member Saul Paolo Lazo said recent years have shown a disregard for the importance of pedestrian lanes and walkways.
Lazo said the measure intends to remind motorists and road users to respect pedestrian right-of-way.
As chair of the Committee on Laws, Rules, Ethics and Privileges, Lazo presided over a public hearing on the proposed “Safe Pedestrian Lanes of Ilocos Norte” ordinance.
He said the province needs stronger safeguards for pedestrians, especially in high-traffic areas, school zones and commercial districts.
The proposed measure seeks to promote responsible road use and cultivate respect and courtesy among motorists and pedestrians.
During the hearing, officials discussed installing CCTV or surveillance cameras to monitor public spaces and document violations.
Prohibited acts include obstructing pedestrian lanes, failing to stop for crossing pedestrians, ignoring yield signage, speeding near pedestrian zones, and parking on walkways.
Pedestrians will also be barred from using phones or electronic devices while walking, reading while walking, jaywalking, and other disruptive behavior.
Motorists may face fines from P1,000 to P5,000 while pedestrians may be fined P100 to P1,000 for violations.
