ICI wants immigration lookout for 17 more linked to infra graft probe

The Independent Commission for Infrastructure (ICI) has requested the Department of Justice (DOJ) to issue an immigration lookout Bulletin Order (ILBO) against 17 additional individuals amid an ongoing investigation into alleged infrastructure anomalies.

The request is tied to criminal cases filed by the Office of the Ombudsman before the Sandiganbayan, which involve non-bailable charges against former Ako Bicol party-list Rep. Elizaldy “Zaldy” Co, several officials of the Department of Public Works and Highways (DPWH), and key officers of the construction company Sunwest Inc.

The charges stem from an alleged anomalous flood control project in Oriental Mindoro. The DOJ had previously issued an ILBO against Co following the filing of the complaints.

The 17 individuals listed in the ICI’s request include officials from the DPWH MIMAROPA Region IV-B and executives from Sunwest Inc. Among the names cited were DPWH Regional Director Gerald A. Pacanan, Assistant Regional Directors Gene Ryan A. Altea and Ruben C. Santos, Jr., and Construction Division Chief Dominic G. Serrano.

Also included in the ILBO request are Sunwest Inc. President and Chairperson Aderma Angelie D. Alcazar, Treasurer Cesar X. Buenaventura, and board members Consuelo D. Aldon, Engr. Noel Y. Cao, and Anthony L. Ngo.

The issuance of an ILBO directs the Bureau of Immigration to monitor the travel movements of the named persons but does not automatically prevent them from leaving the country unless a Hold Departure Order (HDO) is issued by a court.
