President Ferdinand R. Marcos Jr. said the investigation into allegedly anomalous flood control and infrastructure projects is nearing completion, with only a few remaining issues still being clarified by the Independent Commission on Infrastructure.
In a brief exchange with reporters on Friday, the President confirmed that the commission has already covered nearly all areas under its mandate, noting that just one or two loose ends remain before the probe is wrapped up.
Marcos said the future of the Independent Commission on Infrastructure will depend on how much work is left once the investigation is formally concluded.
“If they finish their work, then we will see what they can do next. But they really are coming toward the end. Everything that needed to be investigated has already been investigated. Maybe there are one or two other loose ends that they have to clear up,” the President said.
Asked whether the administration plans to appoint new commissioners to the ICI, Marcos said no decision has been made yet and stressed that any move would depend on whether additional work is still required.
He added that once the commission has submitted all relevant information to the Department of Justice and the Office of the Ombudsman, the focus of the investigation will shift entirely to those agencies.
“If the work is done, and all the information has already been given to the DOJ and the Ombudsman, then the investigation will now be in their hands,” Marcos said.
The President first publicly raised concerns over irregularities in flood control and infrastructure projects during his Fourth State of the Nation Address on July 28, 2025, where he sharply criticized those involved and called out alleged corruption. This was followed by the launch of the “Sumbong sa Pangulo” website, which gathered complaints from the public that were later forwarded to the ICI for evaluation.
Based on its findings, the commission recommended the filing of cases against several individuals allegedly linked to the anomalies. The Office of the Ombudsman has since filed complaints against a number of personalities, while the Anti-Money Laundering Council has issued freeze orders on bank accounts and other assets connected to the suspected corruption.
Former Supreme Court justice Andres Reyes Jr. continues to serve as chairperson of the ICI. Commissioners Rogelio Singson and Rossana Fajardo have already concluded their service after completing the tasks assigned to them.
Reyes is supported by the commission’s working staff, including Executive Director Brian Hosaka and Special Adviser Rodolfo Azurin Jr., a former chief of the Philippine National Police.
