ICC warrant raises Dela Rosa’s arrest risk abroad

Senator Panfilo Lacson warned Monday, October 26, that Senator Ronald “Bato” dela Rosa could face a greater risk of arrest if he travels overseas while an arrest warrant issued by the International Criminal Court (ICC) remains outstanding.

In a radio interview, Lacson said seeking refuge in another country could further complicate Dela Rosa’s situation because the warrant was issued by an international tribunal rather than a Philippine court.

“Pag pumunta siya sa ibang bansa, mas exposed siya. Mas madali siya mahuhuli doon,” Lacson said.

The senator explained that individuals facing arrest warrants issued by Philippine courts might consider traveling to countries without extradition treaties with the Philippines.

However, he said the same approach would not necessarily protect individuals wanted by the ICC.

“Pero kung ang warrant mo sa ICC, eh wala kang susuotan. Mas safe ka pa sa Pilipinas,” he added.

Under the Rome Statute, countries that are parties to the ICC are generally obligated to cooperate with requests for the arrest and surrender of suspects, subject to applicable legal procedures.

The tribunal may also request assistance from countries that are not parties to the treaty, although cooperation from those states is not automatically required.

The ICC issued a confidential arrest warrant against Dela Rosa on November 6, 2025, before making it public on May 11, 2026.

The former Philippine National Police chief is accused of involvement in alleged crimes against humanity linked to killings during the Duterte administration’s anti-illegal drugs campaign.

Philippine authorities have intensified efforts to locate Dela Rosa, with the government announcing a Php 50-million reward for information leading to his arrest.

Lacson, who also previously served as PNP chief, expressed hope that any operation to apprehend Dela Rosa would be carried out peacefully.

He warned that a violent confrontation could put police personnel and individuals accompanying the senator at risk.

“Sana hindi naman umabot sa ganung karahasan,” Lacson said.

The senator emphasized the importance of avoiding violence as authorities continue efforts to enforce the outstanding arrest warrant.
