In the publicly released lesser redacted version of the Document Containing Charges dated February 13, 2026, the Office of the Prosecutor detailed what it described as a coordinated “Common Plan” to “neutralise” individuals suspected of involvement in illegal drugs between November 1, 2011 and March 16, 2019.
The filing names the following individuals as alleged members of that plan:
Ronald “Bato” Dela Rosa — former Philippine National Police (PNP) chief and former Davao City police chief
Vicente Danao — former PNP counter-intelligence and operations director, Criminal Investigation and Detection Group (CIDG) operations chief, and Manila Police District (MPD) director
Camilo Cascolan ✝️ — former PNP operations chief
Oscar Albayalde — former National Capital Region Police Office (NCRPO) chief and later PNP chief
Christopher Lawrence “Bong” Go — Duterte’s former special assistant and longtime aide
Dante Gierran — former director of the National Bureau of Investigation (NBI)
Isidro Lapeña — former chief of the Philippine Drug Enforcement Agency (PDEA)
Vitaliano Aguirre II — former Secretary of Justice
The prosecution alleges that Duterte and the above-mentioned officials shared a common objective of eliminating suspected criminals through violent means. According to the document, police units and other actors were allegedly organized and deployed in a structure that enabled the systematic execution of operations tied to the campaign.
The filing also references the alleged use of the so-called “Davao Death Squad” during Duterte’s mayoral tenure, asserting that law enforcement officials and other trusted individuals were recruited and controlled to carry out killings under the purported common plan.
Duterte has been under ICC custody since March 2025. A confirmation of charges hearing is scheduled for February 23, 2026.
While the document identifies Dela Rosa and Go — now sitting senators — as alleged co-perpetrators, no public announcement of arrest warrants against them has been made as of this writing. However, legal analysts note that inclusion in the charging document places them within the scope of the court’s ongoing proceedings and could expose them to further legal action should the Pre-Trial Chamber determine sufficient grounds.
