House vows strict oversight as Marcos signs 2026 budget

House Speaker Faustino “Bojie” Dy III said the House of Representatives will closely monitor the implementation of the 2026 national budget to ensure public funds are spent efficiently and legally.

Speaking after President Ferdinand Marcos Jr. signed the P6.7-trillion General Appropriations Act, Dy stressed that “The signing of the budget is not the end of our work. This is just the beginning. It is the start of oversight. Congress will make sure every peso is spent exactly as approved.”

Dy added, “This is the people’s budget. It is a budget that is open, accountable and focused on improving lives—creating jobs, strengthening education, expanding health care, and ensuring food security.”

The 2026 GAA also includes the veto of P92.5 billion in unprogrammed funds and a provision barring politicians from handling financial aid, a measure aimed at preventing misuse and ensuring assistance reaches intended beneficiaries.

The House speaker highlighted reforms in the budget process, including the creation of the Budget Amendments Review Sub-committee, which replaced the previous small committee and improved transparency by allowing the public to observe the bicameral conference committee sessions.

Dy pointed out that these measures are particularly important in light of past issues, such as alleged corruption in flood control projects, where lawmakers and contractors were accused of fund diversion.

“There will be zero tolerance for corruption. No leakages, no shortcuts and no excuses. The people’s money should be used for the people,” he concluded.
