House seeks 8 new reform bills in LEDAC Priority List

Speaker Faustino Dy III on Tuesday led the first Legislative-Executive Development Advisory Council (LEDAC) meeting of the 20th Congress, pushing for the inclusion of eight new reform measures in the priority legislative agenda.

Joined by House leaders including Majority Leader Sandro Marcos, Dy reaffirmed the chamber’s commitment to work closely with President Ferdinand R. Marcos Jr., Senate President Vicente Sotto III, and other officials to pass key laws aligned with the Philippine Development Plan and the 8-point Socioeconomic Agenda.

“We meet today in a spirit of collaborative governance to align our legislative agenda with the administration’s Philippine Development Plan and its 8-point Socioeconomic Agenda,” Dy said.

The House’s agenda centers on economic growth, social protection, and governance reforms, with priorities such as affordable food, job creation, stronger digital connectivity, and improved public services. Dy noted that of the 33 measures identified by the Executive, 32 have already been filed in the House.

The eight proposed additions include:

  • A Disaster Risk Financing and Insurance Framework for faster calamity response.
  • A bill to strengthen the Bases Conversion and Development Authority (BCDA) by extending its corporate life.
  • A Presidential Merit Scholarship Program for top graduates from low- and middle-income families.
  • A measure to ban relatives of officials up to the 4th degree from government contracts.
  • Regulation of digital campaigning through fair use of social media, AI, and internet technology.
  • Modernization of the Bureau of Immigration.
  • The Rice Industry and Consumer Empowerment (RICE) Act to stabilize prices and strengthen the National Food Authority.
  • The Magna Carta for Barangays to provide long-overdue benefits and resources to barangay officials.

“With the President’s leadership and the collective will of this Council, we are confident that we can achieve these legislative goals,” Dy said.

He added, “Tumutugon ang Kamara de Representante sa panawagan ng taumbayan sa pamamagitan ng paglikha ng mga batas na may direktang epekto sa kanilang buhay.”
