The House Committee on Population and Family Relations, led by Isabela 3rd District Representative Ian Paul Dy, on Wednesday approved House Bill 11117, also known as the “Fraudulent Birth Certificate Cancellation Law.”
The committee deliberated on the bill and decided to make it a stand-alone measure, as it was previously part of the broader “Philippine Civil Registry Act” proposal.
Committee vice chairperson, Masbate Representative Olga Kho, stated that the bill is now a priority for plenary session deliberations, with the aim of enacting it into law.
She emphasized that this motion is essential to enhance the reliability and integrity of the Philippine Civil Registry database, ensuring the security of official records.
“With the current situation, when voluminous entries on late birth registration were spurious and the program of the PSA (Philippine Statistics Authority) was abused, we need the administrative cancellation to urgently address the erroneous problems on the Philippine Civil Registry,” Kho said.
The principal authors of the bill include Senior Deputy Speaker Aurelio Gonzales Jr., Deputy Speaker David Suarez, Surigao del Norte Representative Robert Ace Barbers, Santa Rosa City Representative Dan Fernandez, Manila Representative Bienvenido Abante Jr., Antipolo City Representative Romeo Acop, Abang Lingkod Party-list Representative Joseph Stephen Paduano, Surigao del Sur Representative Johnny Ty Pimentel, and Batangas Representative Gerville Luistro, among others.
