The Philippine government is set to establish more than 300 Child Development Centers (CDCs) across the country to enhance early childhood care and development. This initiative follows the signing of a joint circular between the Department of Education (DepEd) and the Department of Budget and Management (DBM), allocating PHP1 billion for the construction of CDCs in 328 low-income local government units (LGUs).
President Ferdinand R. Marcos Jr. emphasized the importance of these centers, stating they will serve as venues for early learning programs and family support initiatives. He highlighted that the CDCs would provide children with spaces to play, read, and study, and act as resource centers for developmentally appropriate learning materials.
The President had previously approved a PHP700-million funding request for the establishment of CDCs in 4th and 5th class municipalities lacking resources to set up basic education development hubs. This decision aligns with recommendations from the Second Congressional Commission on Education (Edcom), which underscored the significance of investing in early childhood care to improve educational outcomes.
Palace Press Officer Claire Castro noted that studies presented during Edcom sessions highlighted the need to address gaps in early childhood education, leading to the recommendation and subsequent approval of establishing CDCs.
The joint circular outlines that these CDCs will not only facilitate early learning but also serve as laboratories for research and innovation in early childhood education. The government’s commitment to this initiative reflects its dedication to investing in education and human capital development.
