MANILA – Senate President Sherwin Gatchalian on Thursday ordered an investigation into circulating photos allegedly showing individuals engaging in inappropriate antics inside the Senate session hall, warning that those responsible could face written reprimands if the images are proven authentic.
In a chance interview, Gatchalian said he had directed the Office of the Sergeant-at-Arms (OSAA) to review security camera footage after being asked about images reportedly showing people making unusual poses, pretending to sleep or dancing inside the chamber.
“Ang session hall at Senado ay sagrado (The Senate session hall is sacred),” Gatchalian said, emphasizing that the chamber is where lawmakers deliberate on legislation and matters of national importance.
He stressed that the dignity of the institution must be preserved regardless of who is allowed inside the premises.
“Hindi naman tama na may ginagawa kang katawa-tawa sa loob ng ating institusyon (It is not right to engage in ridiculous acts inside our institution),” he said.
AI authenticity check
Gatchalian, however, cautioned against immediately concluding that the incidents actually occurred, citing the possibility that the circulating images had been digitally manipulated or generated using artificial intelligence (AI).
“Pinapatsek ko sa CCTV, kasi ngayong uso ang AI (I am having the CCTV checked because AI is widespread these days),” he said.
He explained that the investigation would determine whether the individuals depicted in the photos were actually inside the session hall and whether the alleged activities took place.
The Senate chief said the chamber would issue an official statement once the images had been verified.
Asked whether the individuals involved would be formally reprimanded, Gatchalian said written warnings would be issued if the incidents were confirmed.
“Susulatan sila, bibigyan ng warning (We will write to them and issue warnings),” he said.
The issue arose as the Senate session hall continues to serve as the venue for the impeachment trial of Vice President Sara Duterte, drawing lawmakers, lawyers, media practitioners and other visitors.
Earlier this month, Gatchalian also reminded spectators to observe proper decorum after some attendees were seen apparently sleeping during impeachment proceedings.
He advised those unable to stay awake to follow the trial from home rather than attend the proceedings only to fall asleep inside the chamber.
