Filipinos eye emerging destinations as traditional migration hubs tighten rules

As traditional migration hotspots tighten visa and residency policies, more Filipinos are setting their sights on emerging global destinations. With the United States, United Kingdom, Canada, and Australia—longtime favorites among Filipino migrants—imposing stricter immigration and student visa regulations, opportunities are opening elsewhere.

Shifting policies among traditional destinations
Migration pathways to the “Big Four” countries are becoming increasingly complex. In the U.S., stricter immigration policies have stalled many residency applications. Australia is capping international student enrollments, Canada is scaling down temporary foreign worker programs, and the UK is enforcing tighter student visa restrictions.

In response, the British Council is stepping up support for Filipinos pursuing international opportunities. Rising migration hubs for Filipinos in 2025
Several countries are positioning themselves as attractive new destinations for Filipino professionals and students:

New Zealand
Known for its robust sectors in agriculture, healthcare, construction, and engineering, New Zealand has revised its Accredited Employer Work Visa rules to attract more skilled foreign workers. Key changes include:

  • Lifting restrictions on mid-level jobs
  • Reducing required work experience from three years to two
  • Introducing seasonal worker visas

Germany
A leader in engineering, healthcare, and tech, Germany is actively recruiting global talent. Under its new Skilled Labor Immigration Act—a points-based system assessing salary level, education, and language proficiency—Filipinos can now migrate without a prior job offer. The country also offers a one-year “opportunity visa” for foreign students to gain work experience post-graduation.

Spain
Spain is easing pathways for foreign students by:

  • Automatically granting work rights to student visa holders

The country is also pushing to regularize around 300,000 undocumented immigrants annually.

Singapore
Singapore continues to attract Filipino professionals through its Overseas Networks and Expertise (ONE) Pass. This five-year visa permits highly skilled professionals and entrepreneurs to live and work in Singapore without employer sponsorship.

The country is also streamlining pathways to permanent residency for international graduates.
