Dy says 2026 budget free of insertions

House Speaker Faustino “Bojie” Dy III on Monday said the proposed P6.793-trillion national budget for 2026 contains no insertions, stressing that it was approved through a transparent and open bicameral process.

Dy made the statement during a plenary session, where he commended the House bicameral panel led by Appropriations Committee chair Rep. Mikaela Angela Suansing for steering the deliberations.

He said the bicameral conference committee marked a first in Congress after conducting its proceedings openly and with livestream coverage.

“Sa inyong pamumuno at tiyaga, nakapagtapos tayo ng badyet na maaaring pagkatiwalaan ng taumbayan—isang budget na walang insertions, na hindi itinago, hindi minadali, kundi bukas sa mata ng publiko,” Dy said.

The Speaker described the spending measure as historic, citing both the transparency of the process and the clarity of its priorities.

“This budget is historic—not only because the process was transparent, but because the priorities were very clear,” he added.

The bicameral conference committee wrapped up its deliberations early Thursday after four days of discussions on the proposed 2026 national budget.

Both the House of Representatives and the Senate are scheduled to ratify the bicameral conference committee report on December 29.

Senate finance committee chair Sen. Sherwin Gatchalian earlier said the ratification would allow the transmittal of the budget to the Office of the President on the same day.

To accommodate the schedule, the House amended its legislative calendar to extend its session until December 29, with the Senate expected to do the same.
