The Department of Social Welfare and Development (DSWD) has submitted a comprehensive response to the Commission on Audit’s observations on the Ayuda sa Kapos ang Kita Program.
DSWD Asst. Sec. Irene Dumlao said the submission clarifies policies and procedures, explains the context of transactions, and details steps to strengthen internal controls and data management.
“Our submission clarifies DSWD’s policies and procedures, explains the context of the transactions, and outlines the measures we are undertaking to strengthen internal controls and data management systems,” Dumlao said on Monday.
The COA questioned the release of PhP 926 million under AKAP in its 2024 audit, which was made public on December 18.
The program targeted below minimum wage earners and near-poor Filipinos not usually covered by other DSWD initiatives.
COA’s audit noted political influence during payouts, including endorsements by elected officials and beneficiary referrals from politicians.
The report also cited operational weaknesses such as double payments, misidentification of beneficiaries, and overlapping assistance from other DSWD programs, resulting in compromised funds totaling PhP 108.3 million.
Auditors recommended stricter enforcement of protocols, centralizing beneficiary data, and ensuring ethical and neutral implementation of the program.
DSWD said its submission addresses all COA observations and emphasizes transparency and accountability in program implementation.
The department assured the public that it is taking steps to prevent misuse and improve internal systems to maintain trust in its social welfare programs.
