Construction of the long-delayed Aganan Flyover in Pavia, Iloilo, will resume by mid-February and is expected to be finished before the end of 2026, Public Works Secretary Vince Dizon said Monday.
The project, originally slated for completion in 2022, has been stalled due to structural and material concerns, frustrating Dizon, who noted similar infrastructure issues across the country.
Under the 2026 budget, P229 million has been allocated for rectification works, adding to the original P802 million project cost, bringing the total to more than P1 billion.
A foreign consultant will be tapped to assess the flyover’s revised design and ensure structural safety before it opens to motorists, Dizon added.
The Aganan Flyover began construction in 2019 and was halted in 2024 after DPWH-Western Visayas identified substandard materials, prompting the department to commission a geotechnical study.
Abinales Associates Engineers + Consultants, the same firm that studied the nearby Ungka Flyover, recommended jet grouting to stabilize the soil, and submitted their report to the DPWH in December 2024.
Dizon emphasized that the flyover will provide an alternative route along Sen. Benigno Aquino Jr. Avenue, easing traffic congestion in the area and reflecting the government’s renewed focus on completing key infrastructure projects nationwide.
