DPWH to launch transparency portal for ghost, substandard projects

The Department of Public Works and Highways (DPWH) will release an initial list of ghost and severely substandard projects within one to two weeks through a transparency portal, Secretary Vince Dizon said Thursday.

The online platform, patterned after the “Isumbong Mo sa Pangulo” website, will allow the public to access reports and updates on government actions.

“Gusto po namin magbuo ng isang transparency portal… para mai-publish na ho natin unang-una iyong mga reported at kung anu-ano po ang mga aksyon na ginagawa ng DPWH ngayon para mapanagot ang mga dapat managot,” Dizon told senators.

The portal will include project locations, contractors, proponents, and DPWH personnel involved in anomalous transactions.

Dizon also clarified that while the DPWH used to file complaints directly with the Office of the Ombudsman, the Independent Commission for Infrastructure (ICI), created under an executive order of President Ferdinand R. Marcos Jr., will now handle case filings.

“From now on, the ICI will file the cases with the Ombudsman or the courts,” he said, noting that earlier complaints filed before the commission’s creation will be endorsed to the ICI for further prosecution.
