Public Works Secretary Vince Dizon has asked the Senate to restore amounts deducted from projects in the proposed 2026 budget of the Department of Public Works and Highways due to reductions linked to the Construction Materials Price Data.
The DPWH disclosed this on Saturday, a day before the bicameral conference committee was set to deliberate on the agency’s budget via livestream.
In a letter dated Dec. 12, 2025, addressed to Senate Finance Committee chair Sherwin Gatchalian, Dizon cited the proper application of the updated CMPD and the required process for adjusting project costs.
Dizon urged lawmakers to return the deducted amounts and allow the DPWH to update project costs using the revised CMPD to ensure proper project execution.
He said a department order had been issued directing all implementing offices, including regional and district engineering offices, to strictly comply with the updated price data.
The DPWH chief outlined a mandatory workflow requiring the adjustment of pay items, revision of approved budgets for contracts, detailed documentation, and quality assurance before procurement.
Under Department Order No. 10 dated Dec. 11, 2025, Dizon warned that personnel who fail to comply would face administrative sanctions.
The appeal comes as the DPWH remains under scrutiny over alleged infrastructure anomalies, particularly involving flood control projects.
Earlier this week, the Senate reduced the DPWH’s proposed 2026 budget during plenary deliberations.
The allocation was cut to P570.48 billion from the P624.48 billion approved by the House of Representatives.
