MANILA – Nine bidders, including a local government, has been identified as possible winners of the first Special Green Energy Auction for Waste-to-Energy (Special GEA-WTE), offering a total of 428 megawatts (MW) capacity.
In a news release, Energy Secretary Sharon Garin said the auction “opens new opportunities to turn municipal solid waste into a productive energy resource.”
“It is an important step toward encouraging investments that can support electricity supply while helping communities address growing waste management challenges,” she said.
The WTE facilities are expected to not only provide additional power but also complement waste management programs.
The Department of Energy (DOE) conducted the electronic auction proper on Oct. 13, 2026, receiving bids from 12 applicants nationwide, including the Davao City government. All applicants passed the evaluation and validation process, which checked for bid bond compliance, capacity offers, electricity prices and committed delivery dates.
The agency said all price offers were below the approved auction reserve price which, however, was not disclosed. The delivery of electricity is committed not later than Dec. 31, 2026.
Despite being identified as possible winners, the DOE said the Notice of Award given to the winning bidders “does not constitute a final award.”
“Securing a place in the auction is only the beginning. Project developers must meet the required conditions and demonstrate their readiness to deliver. Our priority is to ensure that these commitments translate into actual projects that serve the public,” Garin added.
