Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla commended Albay’s disaster risk reduction management and response practices, calling them the “best in the country.” In an interview, Remulla expressed his intention to implement institutional changes in disaster response, aiming to use Albay as a model for other regions.
“I came here not only to teach and help but also to learn. I studied the disaster risk reduction program of Albay, which is the best in the country. I want to implement institutional changes using Albay as a model, particularly focusing on zero casualties and preemptive responses,” he stated.
During his visit, Remulla met with local chief executives to foster closer cooperation between the provincial government and national agencies, ensuring the safety and resilience of Albay’s communities. “I want this to be a partnership. I said, if you want our help, we will also help you. If you buy one patrol vehicle, we will provide you with another,” he added.
He also highlighted his goal of establishing a unified 911 emergency response system nationwide, stating, “We will launch a unified 911, and Albay will be included. Calls will be answered in your native language.”
Remulla attended a meeting with regional government agencies associated with DILG in the Bicol Region, including the National Police Commission, Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP), and Bureau of Fire Protection (BFP).
Albay Governor Noel Rosal showcased the province’s disaster response assets to Remulla, emphasizing the importance of collaboration in enhancing disaster readiness and security. “We are honored to welcome Secretary Remulla to Albay. His visit underscores the significance of partnership and cooperation in improving disaster preparedness and strengthening the security of our people,” Rosal remarked.
