The Department of Human Settlements and Urban Development (DHSUD) is looking to accelerate the government’s housing drive after the Marcos administration received a strong public satisfaction rating for its efforts to provide homes for low-income Filipinos.
DHSUD Secretary Jose Ramon Aliling on Saturday said the agency would sustain the momentum of the Expanded Pambansang Pabahay para sa Pilipino Program (4PH), following a +48 rating for the government’s pro-poor housing initiatives in the latest Social Weather Stations (SWS) survey.
The rating was three points higher than in the previous survey, which Aliling said reflected growing public confidence in the direction of the administration’s housing program.
“Masaya po kami sa latest survey result na ito — ibig sabihin ay tama ang direksyong tinatahak natin sa pagpapatupad ng Expanded 4PH Program,” Aliling said.
“We’re happy with this latest survey result. It means we’re heading in the right direction with the implementation of the Expanded 4PH Program,” he added.
But Aliling said the favorable rating also raises expectations for the housing sector to deliver more and improve its services.
“Challenge din ito for the housing sector to sustain our gains at siyempre upang mas pagbutihin pa ang aming trabaho,” he said.
Housing among administration’s top-rated programs
Based on the SWS survey conducted from June 20 to 29, the administration’s housing program for the poor was among its highest-rated areas of governance, together with education, assistance to low-income families, job creation and food security.
Aliling said the results would serve as added motivation for DHSUD and its key shelter agencies to tackle the country’s housing backlog while making homeownership more attainable for Filipino families.
“Alinsunod sa direktiba ng Pangulo, mas paiigtingin po ng DHSUD kasama na ang aming mga key shelter agencies ang pagsusulong sa Expanded 4PH upang mas maraming pamilyang Pilipino pa ang matupad ang pinapangarap na sariling tahanan,” he said.
He said the department would intensify the Expanded 4PH program in line with President Ferdinand Marcos Jr.’s directive to provide more Filipinos with access to safe, decent and affordable housing.
4PH expands beyond high-rise housing
The government has also widened the scope of its flagship housing program in an effort to accommodate families with varying needs and financial capacities.
Since Aliling assumed office in May 2025, the original 4PH model has been expanded beyond predominantly vertical or condominium-style developments.
The program now covers horizontal housing projects, rental housing, the Enhanced Community Mortgage Program, affordable housing loan packages and housing awards through presidential proclamations, giving beneficiaries more options depending on their circumstances.
In his fifth State of the Nation Address on July 27, Marcos reported that the government had delivered and financed 575,693 housing units.
With the latest survey results providing a boost to the administration’s housing agenda, Aliling said DHSUD intends to build on those gains and push the Expanded 4PH further toward its broader goal: putting decent housing within reach of more Filipino families.
