LEGAZPI CITY – Naga City has begun benefiting from the expanded Pambansang Pabahay para sa Pilipino (4PH) program with the turnover of 300 modular shelter units in Barangay Pacol on Thursday.
Naga City Mayor Maria Leonor Robredo thanked the national government for the Bayanihan Village units, which will provide immediate housing assistance to families affected by government clearing operations and disaster-related risks.
“They will only be staying here temporarily while the government is waiting for housing. Those who are being ejected, those who have been relocated, and those who have been evicted will first have to move out so that the government can find a place for them to live. Before they return, they will already have a place to stay, so that is the intention,” she said.
Robredo said 101 of the 300 units have already been completed on the two-hectare property owned by the city government.
“We are excited about this project because this is the first-ever transitory or transitional housing here in Naga. Naga always has problems when there is a fire – there is always someone to eject – and when it floods, people have nowhere to go,” she said.
Robredo noted that each unit appears bigger than other condominium units in Manila, with a separate bedroom installed. Electrical connections, water pumps, common bathrooms, and common areas are still being completed.
DHSUD Secretary Jose Ramon Aliling has committed to setting up a training center for residents to learn additional skills. A clinic and playground for children are also planned. The city property totals 10 hectares – 2 hectares for the Bayanihan Village – with adjacent property being considered for a vegetable garden.
“When the modular shelter units are formally turned over, we will not only provide houses but also hope, security, and a new beginning for Naga residents,” Robredo said.
Moises Doctolero, 48, of Barangay Lerma, expressed gratitude as one of the beneficiaries. He and his family will temporarily stay in Bayanihan Village while the Naga City Rental Housing Project in their barangay is set to commence soon.
DHSUD Secretary Jose Ramon Aliling said the agency continues to strengthen partnerships with LGUs, shelter agencies, and the private sector to accelerate the 4PH program.
“Under the directive of President (Ferdinand R.) Marcos Jr., we will continue working closely with our LGU partners to ensure that no family is left behind as we pursue safer, more resilient, and inclusive communities through the expanded 4PH,” he said.
