MANILA – The Department of Human Settlements and Urban Development (DHSUD) expects the number of housing units issued licenses to sell (LTS) in 2026 to reach its highest level since 2022, driven by expanded housing options and stronger private sector participation.

In a statement Wednesday, October 21, DHSUD Secretary Jose Ramon Aliling said the agency’s monthly average of license applications and issuances indicates that this year’s total could surpass figures recorded over the past four years.

“Kung pagbabasehan po natin ang monthly average ng mga nag-apply at na-isyuhan ng license to sell, ito pong taon na to ang magiging pinakamataas in terms of number of units na ma-isyuhan ng license to sell since 2022,” Aliling said.

He attributed the positive outlook partly to the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, which offers more housing options to Filipinos across different income groups.

Aliling said the expansion follows President Ferdinand Marcos Jr.’s directive to make affordable and decent housing more accessible to Filipino families.

The expanded 4PH Program now covers the Enhanced Community Mortgage Program, rental housing, and temporary shelters for families displaced by typhoons, earthquakes, and other disasters.

“Simula po nang dagdagan natin ng housing options ang Pambansang Pabahay Para sa Pilipino, o 4PH, mas madaming kababayan na po natin ang nakinabang sa 4PH,” he said.

The DHSUD chief added that the program aims to address the varying housing needs of Filipinos, particularly those seeking safe and affordable homes.

To support prospective buyers, the Pag-IBIG Fund offers subsidized housing loan interest rates of 3 percent for socialized housing units.

Housing loans of up to Php 4.9 million carry a 4.5-percent rate, while loans exceeding Php 4.9 million and up to Php 10 million are offered at 5.75 percent. Qualified joint borrowers may avail of financing of up to Php 20 million under the applicable program terms.

Meanwhile, Aliling highlighted growing private sector participation in government housing initiatives.

He said more than 80 property developers joined the second housing expo in Pasay City, doubling the approximately 40 participants recorded during the event’s inaugural staging last year.

Online registrations also nearly doubled, increasing from around 20,000 to almost 40,000.

Participating developers offered an estimated 50,000 ready-for-occupancy housing units, along with discounts and incentives for prospective buyers.

Pag-IBIG Fund representatives also provided on-site financing assistance to help interested applicants explore available housing loan options.

Aliling emphasized that continued collaboration between government agencies and private developers would be essential to increasing the supply of affordable housing and helping more Filipino families achieve homeownership.

The DHSUD expects the expanded housing program and sustained developer participation to support further growth in housing development and financing opportunities nationwide.
