
The Department of Human Settlements and Urban Development (DHSUD) has instructed all its attached agencies to implement its 8-Point Agenda fully in line with President Ferdinand R. Marcos Jr.’s directive to speed up the delivery of affordable housing across the country
In a memorandum dated July 7, 2025, DHSUD Secretary Jose Ramon Aliling called on the National Housing Authority (NHA), Social Housing Finance Corporation (SHFC), National Home Mortgage Finance Corporation (NHMFC), Pag-IBIG Fund, and Human Settlements Adjudication Commission (HSAC) to take specific steps to translate the President’s orders into action.
“Following the President’s call to accelerate affordable housing provision and streamline related processes, all key shelter agencies are directed to align and implement the following priority actions within their offices,” the memo stated.
Among the immediate directives, the NHA and SHFC were ordered to turn over all completed but unoccupied housing units to qualified beneficiaries without delay. Both agencies must also conduct an immediate inventory of all government-funded housing projects.
Pag-IBIG Fund was designated as the primary financier for joint ventures with the NHA and SHFC, supporting the nationwide expansion of the Pambansang Pabahay para sa Pilipino Program (4PH). All agencies were also tasked to form technical working groups to ensure that policies and actions are aligned with the flagship program.
To further expedite housing development, Aliling instructed that pending 4PH applications be resolved promptly. Agencies were also told to support the establishment of one-stop shops and review their internal procedures for integration, ensuring compliance with Anti-Red Tape Authority (ARTA) standards.
“All key shelter agencies are required to submit their status reports, including an inventory of pending cases, applications, and other actionable documents, along with a corresponding program of action within 15 days,” secretary Aliling emphasized.
The directive broadens the implementation of DHSUD’s 8-Point Agenda, which aims to strengthen the 4PH program by expanding its reach from the working class to the country’s poorest, accelerating the formulation of program frameworks and IRRs, streamlining permitting systems, achieving full digitalization by 2028, ensuring agency alignment, engaging with developers, protecting homebuyers, and maintaining a strict anti-corruption stance.
Since taking office in May, Secretary Aliling has moved swiftly to put these reforms in place, in step with President Marcos Jr.’s vision of a more inclusive and responsive housing program for all Filipinos.
