DA, Ilocos Norte LGUs launch program to boost cattle industry, raise farmers’ income

The Department of Agriculture (DA), in partnership with the local government units (LGUs) of Ilocos Norte, has launched a program aimed at boosting the cattle industry and increasing farmers’ income by 34% within two years.

Under the Organic Agriculture Livelihood Program (OALP), the DA distributes breeder cattle to small farmers. The offspring from these cattle will be passed on to other farmer-beneficiaries, creating a sustainable livestock dispersal cycle.

As part of the initiative, 22 cattle worth around ₱1.4 million were turned over on Thursday to the Siwawer Organic Practitioners Association, Inc. in Vintar, Ilocos Norte. This marks the second batch of cattle distribution under the program.

“The livestock dispersal program aims to provide an alternative income to farmers and at the same time, promote food sufficiency in every Ilocano table,” said Dr. Loida Valenzuela, provincial veterinarian of Ilocos Norte.

Beneficiaries underwent livestock training to ensure proper animal care and were also taught how to convert animal manure into organic fertilizers through vermicomposting, supporting the province’s push for soil health.

“We are glad and thankful for this program. It is a big help to us farmers,” said Judy Poleracio, one of the recipients.

The Philippine Statistics Authority (PSA) reported a positive growth in cattle raising in Ilocos Norte, recording 76,241 heads as of April 2025, reflecting the program’s potential to further strengthen the province’s livestock sector.
