China adds 20 Japanese companies to export control list

China’s Ministry of Commerce added 20 Japanese entities, including Mitsubishi Heavy Industries Shipbuilding Co., to its export control list to protect national security and meet international obligations such as non-proliferation.

The ministry prohibited export operators from sending dual-use items to the listed companies. It also barred overseas organizations and individuals from transferring or providing Chinese-origin dual-use items to these entities, and ordered that any ongoing related activities be halted immediately.

On the same day, the ministry placed another 20 Japanese companies, including Subaru Corporation, on a watch list because their end-users and end-uses of dual-use items could not be verified.

The Ministry of Commerce said it would carry out stricter reviews for exports to companies on the watch list and would not approve shipments intended for Japanese military end-users or end-uses that enhance Japan’s military capabilities.

A ministry spokesperson explained that the measures were based on national laws and regulations, including the export control law and the regulation on dual-use items.

The spokesperson said the steps aimed to prevent Japan from remilitarizing and pursuing nuclear weapons, and emphasized that the measures were justified, reasonable, and lawful.

China clarified that its listing actions targeted only a small number of Japanese companies and applied solely to dual-use items.

The ministry assured that normal trade between China and Japan would not be affected, and Japanese companies that complied with regulations had no reason for concern.
