Recognizing that financially secure employees are better equipped to deliver responsive and quality public service, the Commission on Filipinos Overseas (CFO) has partnered with Affinity Asset Management Inc. (Affinity Capital) to provide comprehensive financial literacy and financial wellness programs for its workforce.
The partnership was formalized through the signing of a Memorandum of Agreement (MOA) at the CFO Central Office in Pasay City, led by CFO Chairperson Secretary Dante “Klink” Ang II and Undersecretary Ma. Arlene S. Borja. Representing Affinity Capital were President and Chief Executive Officer Nunnatus A. “Toots” Cortez and Chief Distribution Officer Nunnatus R. Cortez Jr.
Ang said empowering employees to make sound financial decisions is an investment not only in their personal well-being but also in the quality of government service they provide.
“By equipping our personnel with the knowledge and tools to make sound financial decisions, we are investing not only in their future but also in the continued excellence of the public service they provide,” he said.
He also underscored the CFO’s mandate of promoting the welfare of non-resident Filipinos (NRFs) and strengthening diaspora engagement, noting that the agency serves permanent migrants, Filipino emigrants, and other non-resident Filipinos—a distinct role from agencies that primarily assist temporary overseas workers.
The employee wellness initiative, he added, reflects the CFO’s commitment to developing a motivated, productive, and financially resilient workforce capable of delivering programs and services that benefit Filipinos overseas and their families.
Under the agreement, Affinity Capital will conduct financial wellness seminars, one-on-one financial consultations, and financial literacy programs designed to help CFO personnel improve money management, develop healthy financial habits, strengthen savings discipline, and make informed long-term investment decisions.
Affinity Capital President and CEO Cortez described the partnership as an important milestone, saying the company is committed to helping government employees build financial resilience through practical financial education and responsible investment guidance.
Beyond employee development, both organizations also explored future collaborations on programs that will directly benefit non-resident Filipinos and their families.
Among the proposed initiatives are:
• Financial education sessions through the CFO’s PESO Sense vlog
• Participation in activities during the Month of Overseas Filipinos
• Investment-related learning opportunities under the Commission’s BaLinkBayan program
These initiatives support the CFO’s continuing mission of promoting the social and economic well-being of non-resident Filipinos by encouraging financial literacy, productive investments, and stronger engagement with the Philippine economy.
Witnessing the signing ceremony was actor, entrepreneur, and television personality Enchong Dee, who serves as Affinity Capital’s brand ambassador.
One of the country’s most recognizable actors, Dee is also known for advocating financial literacy and encouraging Filipinos—particularly young professionals—to develop healthy saving and investing habits.
The partnership underscores the CFO’s continuing commitment to investing in its people, recognizing that a financially empowered workforce is better positioned to deliver responsive, efficient, and meaningful public service while advancing the Commission’s mandate of serving overseas Filipinos and strengthening the nation’s global Filipino community.
